Data Specialist - Program Management

We are currently seeking a highly motivated, outcome-oriented program manager who will focus on driving implementation of key data-related projects to facilitate more effective data usage within a major federal agency. This Data Specialist will work closely with key personnel in the agency's Office of the Chief Data Officer, including the Chief Data Officer and the Product Owner for key enterprise data infrastructure. Successful implementation of these projects will require the Data Specialist to understand the agency’s data environment, goals, and approaches in relation to relevant projects, propose effective processes and roadmaps, and build consensus around these projects with agency leaders, senior client officials, and other key internal and external stakeholders. Exceptional communication skills across multiple channels, such as memos, technical documents, policy drafts, presentations, and emails, and an ability to work cross-functionally with stakeholders across multiple domains, will be critical to building constructive relationships and achieving the best possible outcomes.

Responsibilities 

  • Lead data-intensive programs to facilitate more effective data usage and meet client requirements within a major US Federal agency.

  • Work closely with the CDO and Product Owner to address high-level client requirements and operational needs. Provide analytical and consultative services required to design and plan projects throughout all phases of business requirements analysis, solution design, system and performance testing, and implementation.

  • Develop project scopes, timelines, and budgets in consultation with stakeholders.

  • Support the coordination of the activities across agency divisions and offices. Drive continuous improvement efforts, monitor ongoing results, define process areas for review, and conduct benchmarking activities to ensure the best results for project implementation.

  • Coordinate and manage project resources, including internal teams and third-party contractors.

  • Monitor project progress and adjust as needed to meet deadlines and quality standards. 

  • Maintain clear and accurate documentation throughout the project lifecycle. 

  • Perform risk management to minimize project risks.

  • Facilitate communication between clients, team members, and stakeholders to ensure clear understanding of project objectives and deliverables.

  • Prepare and present progress reports and project metrics to both clients and upper management.

  • Contribute to the development of data and strategy best practices and tools for project management.

  • .Remain current with government regulations, best practices in project management, and advancements in data science and technology.

  • Identify and resolve issues to eliminate or mitigate risks that may impact the success of the EDP.

  • Manage risk and compliance with legal and regulatory requirements, especially requirement of federal data and privacy statutes.

Requirements 

  • Commitment to creating exceptional client, organizational, and social value

  • Bachelor’s degree required; advanced degree preferred 

  • 5+ years of experience in data policy development and implementation. 

  • Excellent communication and consensus-building skills, experience with cross-organizational coordination is preferred

  • Ability to communicate complex ideas effectively, both verbally and in writing

  • Ability to learn the workflow of a contemporary data analyst/scientist, and to work in a data-centered environment

  • Intellectual curiosity and mental flexibility to quickly adapt to new tasks and requirements in a highly dynamic environment

  • Self-starter with the ability to work independently and manage competing priorities

  • Strong analytical and problem-solving skills

  • Understanding of business process optimization preferred

  • Basic coding skills (i.e., running small scripts, testing database connections, etc.)

  • Ability to travel to Washington DC as needed

  • Must be a US citizen and willing and able to apply for and hold a Public Trust position
